Ms. Arlene Collis has over 30 years of public service experience, she is currently the Deputy Permanent Secretary (Ag.) in the Ministry of Public Utilities.   Her Public Service experience was gained through serving in various human resource positions at the Service Commissions Department and the Personnel Department, whilst her technical experience was acquired while serving at the Ministry of Finance, the Ministry of Trade and Industry and the Ministry of Public Utilities, where she functioned as the Director of Economic Research, Policy and Planning (ERPPD).

She was involved in the Job Evaluation exercise for the upgrading of the positions in the Teaching Service, and has negotiated several Investment Promotion and Protection Agreements and Investment Chapter for Trinidad and Tobago.  Miss Collis as Director in the ERPPD, played a major part in the development of the Energy Efficiency and Energy Conservation Policy, as well as the Road Map to Recovery I, a National Recovery Plan for Trinidad and Tobago to address the challenges posed by the COVID-19 Pandemic.

Ms. Collis holds a BSc Degree in Economics with a Minor in Human Resource Management from the University of the West Indies and a Masters in International Relations also from the University of the West Indies.
